NORTHWEST FOREST
SOILS COUNCIL
The Northwest Forest Soils Council, a council of the Western Forestry and Conservation Association, is organized to facilitate exchange of forest soils information and ideas among interested professionals in the Northwest, and encourage a more widespread understanding that soil is the basis for production of forest wealth -- timber, forage, water, wildlife, and recreation values. The Council is interested in fostering among technically trained people and laymen alike, the following concepts:
1. Soil is an integral part of the forest--no crop can be considered without considering the soil that produces it. Forest practices can enhance or impair the productivity of the soil.
2. Surveys of the forest soil resource are important to provide a useful basis for better understanding of land and for extending knowledge gained from research.
3. Increased forest soils research is vitally necessary, if we are to maintain production of substantial values realized in the past from forest and range lands. Acceleration of research should be accomplished by increasing studies of the soil itself and by including soils investigations in other pertinent research.
4. Soil Science and its application should be strongly emphasized in all forestry school curricula. Students of forestry and allied subjects should be impressed early in their training that a major concern should be for the productivity of the soil.
5. Education of the public in the concepts expressed herein is necessary to achieve sound management and sustained productivity of forest lands.

Membership: |
Any person attending Council meetings and interested in the advancement of forest soils knowledge or actively engaged in forest soils work shall, upon payment of dues, be a member in good standing with full privileges. Membership will generally be composed of representatives of public, private and educational organizations from the northwestern United States and Canada. |

Dues: |
Dues of the Council shall be determined by a vote of the membership present at the winter meeting. |

Officers: |
Officers shall consist of (1) a President, (2) a Vice-President, and (3) a Secretary. The Vice-President advances to office of President at the end of the term of office for the President and Vice-President. |

Duties: |
The President shall (1) conduct the meeting of the council, (2) appoint committees as needed, (3) publicly represent the council, and (4) perform any additional (unforeseeable) activities necessary to attain the objectives of the Council. The Vice President shall (1) preside at meetings in the absence of the President, and (2) shall assume the full duties of the President when the President is unavailable. The Secretary shall (1) take and distribute minutes of the meetings, (2) carry on all correspondence as requested by the President, (3) collect dues and coordinate Council finances with Western Forestry and Conservation Association, (4) provide membership and financial reports at winter meetings from WF&CA records, and (5) any additional (unforeseeable) activities of the Council as directed by the President. Western Forestry and Conservation Association shall (1) maintain a checking account consisting solely of NWFSC funds and pay invoices and distribute funds as approved by NWFSC President, (2) maintain a database of NWFSC names for mailing purposes, (3) provide mailing services, (4) and other services upon demand for (a) meeting facility location, (b) depository for NWFSC records, (c) secretarial services and (d) meeting and conference registration.* |

Executive Committee: |
The President, Vice-President, Secretary, and immediate past-President shall constitute the Executive Committee to carry on Council business between meetings. |

Elections: |

Term of Office: |
Term of office shall be for two years, starting at the summer meeting in odd-numbered years. In the vent that the office of President shall be vacated, the Vice-President shall advance to the Presidency; the Executive Committee shall then appoint a Vice-President from the membership to serve the balance of the term. |

Meetings: |
Meetings of the Council will be held twice yearly. A one-day business meeting will normally be held in January. A field meeting will held in early summer. Notices of meetings shall be sent to all members on the current mailing list. The President shall call other meetings as required. |

Reports: |
At each winter meeting, members will be expected to report on their current work in forest soils research or allied endeavors. Council reports will be presented to committees of the Western Forestry and Conservation Association on request and to other organizations and individuals as available. The President shall represent the Council at the annual Western Forestry Conference, and report the CouncilŐs yearly activities. If unable to attend, the Vice-President or the PresidentŐs designated appointee shall present the CouncilŐs report. |

Amendments: |
This charter may be amended by 2/3 vote of the membership present at the winter meeting. Amendments may be proposed at the winter meeting only. Copies of the proposed amendments must be promptly circulated to the full mailing list, and voted on no earlier than the next winter meeting. |
